If a restaurant only charges for the bottle (beer is free), do they need a liquor license?
If they charge only for the ice and handling (wine & liquor is free), do they need a liquor license?
Liquor laws in different states are different. I know that in Florida, you can give beer away pretty much anywhere, but you cannot sell it without a license. You need a license to sell, not serve
Also, selling the bottle with the beer contained within is considered selling the beer and using the bottle as a container in the eyes of the law.
